Let me ask something:

Even if I never install 10 on any of my existing computers, could MS still get into them if I bought a new one with 10 on it and connected it to my home network, or to an existing one via Teamviewer? What about if I connect to a friend's network with 10 boxes on it?

Your existing computers will be as secure (or unsecure) as they are now.

And the problem is this is making many users INSECURE.

I'm still waiting to see the new Update Client for April appear. Every month since July or August has had one. It will likely be in this upcoming Tuesday's pile of updates, but the past few months.. between the 1st and 3rd is when those months have had their new update clients released, so why not this month as well? Oh, right.. because I bet there's so much new crap being added in these iterations that it falls into the category of being released on Patch Tuesday. Just my hunch. Guess we'll see how that pans out.

I don't have a Window$ phone. I use my smart phone for 2 things: generating a security code needed for logging into World of Warcraft and... (drum roll please...) a phone. I don't check my email or 'surf' the Internet with my phone. If I didn't need the security authorization app for WoW, I'd go back to a real cell phone. I suppose I could get the app for my tablet, but that would be a pain since I keep it plugged in for doing SETI Beta and the cable is too short to bring it to my desk.

You're right.. that one IS suspicious. So much so that it doesn't seem to exist, yet you have it in your list.

The other plain "update for windows 7" (3148851) is just new time zone rules for Russia.

Yes, that looks safe this time around.

I just refreshed WSUS and 3147071 shows up there, as well. I clicked the "more information" URL for it and was brought to the same page that gives the frown face. So that one has been denied for the time being.

One thing I'm a bit surprised about is that there is not an Update Client for April 2016 yet. Maybe that is what 3147071 is supposed to be? It is ~20mb, so whatever that update is.. it does a lot of stuff.

When the updates are just released, their description isn't always already available on the Microsoft pages. So then you get the 'page cannot be found' message.

When you look now at your link, you'll see it's an update for:
Connection to Oracle database fails when you use Microsoft ODBC or OLE DB Driver for Oracle or Microsoft DTC in Windows

I just ran an old favorite system listing program Belarc Advisor and under missing systems updates appears good old KB3139929 listed as critical....it's gonna stay missing..":D>
