Yes. The number of the runway is its heading in 10 degree increments. Runway 27 and runway 9 are the same runway in opposite directions. Runway 9R is to the right of runway 9L. Which means that 27R and 9L are the same runway...

And the 36 and the 18 are the same... Only the (wind and) tower can tell you where is from you must to take off...
