All I can say is that, while men won't ( in most cases ) get offended about talking about guys going around without shirts, some women DO get offended. Some think men wouldn't mind seeing them able to go topless just so they can be further looked at a sexual objects, rather than people.

On a more cultural note, it is the reason Muslims use the veil, to varying degrees.
An interview with a Muslim holy man on ABC Radio in Australia a while back revealed the truth about the yashmak-style all-over covering worn in some Islamic states.

Apparently, during the times of the Prophet Mohammed, women used to walk topless in public quite commonly. Noting the lustful effects on men, he decided women should cover their top halves, for the sake of modesty.

Over the centuries, this has changed somewhat, in various countries, to become a simple head scarf, often of a design that reflects the country the woman is from, to the all-covering yashmak worn in "fundamentalist" states.

Again, seriously, I hope this causes offence to no person.
