	I have know idea if this is still true today. But when I was in the Air Force at the end of the fiscal year all sorts of stupid projects would be done to use up that years budget money. Seems that they would loose that amount of money in the next years budget. It is still absolutely true today. Commanders in the military get briefed at regular intervals (monthly or weekly and sometimes even daily) about their current "burn rate." Yes BURN RATE. The rate at which they are BURNING MONEY. Yes, they ACTUALLY USE THAT TERM. (Hillarious, isn't it? Keeps me ROTFLMAO.) Getting briefed at regular intervals about the organization's BURN RATE is an important manamgement tool used to ensure the organization is not spending too much or too little. If a commander spends too much and runs out of money before the end of the fiscal year, she's (notice I'm being gender neutral here?) not doing her job efficiently. And it gets documented in her performance reports, which hurt her the next time she's up for promotion. Running out of money before the end of the fiscal year is actually easier to deal with because now a commander can document all the things she is required to do but cannot do because they are unfunded. It also solves another problem. A bigger problem a commander has is: If she spends too little and ends up with THE PROBLEM OF HAVING SPARE MONEY (yes, EXTRA MONEY IS A BIGGER PROBLEM) at the end of the fiscal year, she's not doing her job efficiently. And it gets documented in her performance reports, which hurt her the next time she's up for promotion. There are cultural aspect and there are incentives in government (not just the military) that resist change and provide negative sanctions for failing to spend all allocated funds. Ya see, (and I've said this before) money is power. And FOR THE LOVE OF GOD, I don't understand why so many of you in here want to CONCENTRATE POWER in the hands of a few in Washington DC. Yes, most of you in here have no idea.
