upload outage?!

Looking at the thread here and the server status I should be able to upload, yet I still keep getting project servers down on most of the uploads I'm trying,. We are in recovery mode. There are thousands of systems trying to upload and there is a limit to the number of connections that can be made at the same time. Anyone know how many that might be?? It took about an hour and a half to get all of mine uploaded.
