Not stupid when you think about living in the desert. My perents were picknicking on the north rim of the Grand Canyon when a man walked out. His water bag had broken during the night and he had no water for the hike out. If my parents had not been there, he might not have survived (they had a 5 gallon water jug along).

Is there a need for a law though, lol. "Officer, arrest that person, he refused me a drink of water."

If you live in AZ and know about the extreme temperatures during the summer, everyone offers a drink (sometimes that kind of drink too:)) to others.

In Mobile, Alabama, it is illegal for pigeons to eat pebbles from composite roofs.

In Berkeley, California, it's against the law to whistle for your lost canary before 7 A.M.

I can imagine a fued between two individuals. Ending when one dies of thirst because the other would not give a drink of water. Yes, any normal human under normal circumstances would give a drink of water if someone was in trouble. Typically strange laws have some basis in some case or other.

Bear wrestling matches are prohibited

Putting salt on a railroad track may be punishable by death.

Boogers may not be flicked into the wind.

It is legal to drive the wrong way down a one-way street if you have a lantern attached to the front of your automobile.

This was probably caused by something like a house fire caused by a bed in the kitchen. (think over occupied tennement).
