If you read "criminal charges" as "felony criminal charges" then it would be correct. Mr. Grant's charges were "misdemeanor" Here https://nleomf.org/william-west/ the "fine" is described as a "bond" indicating that there was to be some kind of court hearing if he wished to contest the arrest. As such they were charges. His failure to show up to contest the charges resulted in conviction. I'm not a lawyer, but IIRC back in the 1870's the USA only had two types of crimes, felony and misdemeanor. The concept of a third type "an infraction" came later. Infractions are crimes where the punishment is only monetary and never penal. Common usage of "citation" or "ticket" today refers to "an infraction," but that is recent. The subject of what is an arrest is still being argued at SCOTUS as recently as a couple months ago in relation to the duty to advise of the Miranda Rights. There are two outcomes to an arrest however, you are released without charges, or you are charged. If charged you are given a date and time to appear in court.
