Agreed, and his proposals for DACA and TPS are mute anyway, they are on hold while the Supreme Court examines them. And as of the 18th, the usual last day of notifications of which cases they will look at this coming year, those cases are not on the list. Therefore DACA and TPS are probably on hold until June 2020 at the earliest.

Are either the Democrats or the Conservatives willing to negotiate a possible amnesty to protect those already illegally inside the USA?

If applied, that would just be a short term solution & give credence to others to continue entering illegally.

There are 17,985 U.S. police agencies in the United States which include college campus police, sheriff departments, local police, and federal agencies.

How many of those work together? How many of them are corrupt? How many of them have created their own fiefdoms & cause turf wars? Clear out the corruption & turf wars, make them efficient. A strong & efficient law enforcement will alleviate many of your problems.

Can it be done? Who knows.
Will it ever get done? Probably not.
