Does it make sense for somebody who is not US citizen to sign it, I mean does it count for them? |

I honestly don't know, but the more people who sign it, the more impact it should have on the US Government when they see the depth of feeling there, on people who have the vote in the US, and on people outside the US who have a big interest in space science... The only emails that may be received are either those which you opted in for or they are related to the petition. You only receive other emails if you become a member. If they do start to send other emails most email accounts have a method of blocking senders.
