How do you set Boinc to spend 90% of CPU time on S&H and 10% on Beta work?

Visit the "Your Account" area for each of the projects. Under the project preferences (not the general settings) edit the resource share to be 90 for S@H and 10 for Beta. Or 900 and 100 if you prefer. It is the relative values that are important, not the absoloute values.

How come then when I have seti@home on 99 and predictor at 1 that bionc asks the same amount of work from both s@h and predictor. It seems that it just calculates the amount of work needed based on maximum diskspace available and then request it from any project. The first one to respond with work available then gets to upload the lot.
My settings allows for 250 Mb of BOINC related data on my disk. With predictor at 1% it should get 2.5 Mb at the most. Its maximum so far however was well over 50 Mb ???

BOINC only uses the CPU time to determine resource debt. It fills the queue from whichever project is farthest behind. So if set 99 to 1 then approximatly 1 queue fill out of 100 will be predictor.

I also have SETI Resource = 99, Predictor = 1 but am getting and doing only Predictor work. Does it first balance out the credits based on the balance? I had run SETI for a some weeks before adding Predictor so I have about 3,440 SETI credits. Is BOINC trying to get Predictor up to about 34.4 credits first?

Well so much for that theory...From the PROJECTS tab in BOINC:

SETI@home Skip Da Shu 3436.08 218.26 99.00%
Predictor@home Skip Da Shu 46.92 250.83 1.00%

I have 11 Predictor WUs in que (counting the 1 running now)
I have 2 SETI WUs in que

Based on the Report Deadline 10 of the Predictor WUs will process before getting to a SETI WU again.

Has it now leveled the "resource debt" and will stop getting Predictor WUs once these are finished up?

Resource debt isn't based on credits, but actual CPU time. If you have 3436 credtis with S@H, you've been running the project a while. You can expect P@H to dominate your system for a week or two.

As I understand it, the resource debt calculation has a half life decay factoring in, so it doesn't need to run P@H for the same amount of total time you've previously run S@H, but it will need to "catch up" for a couple weeks.

I would assume so. I run balanced settings, and the projects switch almost every time work is requested. I haven't tried 99:1, so I can't comment.
