OK so now I'm curious. just what is Plonked???

I've looked in my Polish dictionary. Result, nothing
I've looked in my German dictionary. Result, nothing
I've looked in my Spanish dictionary. Result, nothing
I've looked in my Russian dictionary. Result, nothing

I even looked in my (circa 1983) english dictionary. Result:
Plonk (definition 1) variation of Plunk
Plonk (definition 2) (english origin, circa 1930) cheap or inferior wine.

Looking up Plunk
1) to pluck or hit so as to produce a quick, hollow, metallic, or harsh sound.
2) to set down suddenly

What's Plonked???

That's because if you are on the internet you aren't really drowning; therefore, you don't need a dayum life preserver!!!

Now fall into a river and ask "I am drowning. Do I need a life preserver?" I would bet you would still get a lot of answers, but you would drowned while everyone debates your need for a life preserver.

Furthermore while you have the unalienable right to be tossed a life preserver would I be protected under the good samaritan laws of whatever locale you are drowning in should I incorrectly toss said life preserver and cause it to miss where you are drowning or worse to hit you in such a way as to cause you to drown faster. Also I would need to know if I should fail to toss said life preserver would I be liable under the laws of whatever locale you are in.

So you see it is much easier to answer a stupid question then it is to toss a life preserver to some one who is drowning.

Only in the US could someone be successfully sued for trying to save a persons life.

Everywhere else i expect that you could be sued for negligence, or possibly even charged with manslaughter, by not throwing the life preserver.

Lets for argument sake say he fell into the St. Lawrence River. Is he in Canada or is he in the US?

You just added to the argument why it's easier to answer a stupid question then it is to toss the life preserver...

The laws may depend upon where the rescuer is standing (or not). I am reminded of a case where the murder was standing in one state, and the murdered was standing in the other. The murderer could not be charged in either state because the law in the state he was standing in declared that the murdered must be in that state for it to have jurisdiction, and the state where the murdered declared that the murderer must be in that state in order to be charged. It took a federal prosecution on civil rights violations to get the murderer on anyghing.
