I understand the US Constitution and the authority of The States of the United States of America to choose the President.

As with Bill Clinton chosen to become President by The States with only 43% of the popular vote in 1992.

Even though I didn't mention it I was talking about those who did vote, not including those that choose not to do so, and the 25% of the population that are eligible but not registered, usually non-whites who due to illegal rules and obstruction by state officials have difficulty in registering. With the present system there is always going to be a minority government under your logic, unless at some the vote is 75%: 25%.

Maybe there should be a Federal rule taken from the Australian rule book, making it compulsory for each citizen to be registered to vote, and letting each state set the fines, for those that don't, to further inflate the states treasury.

The States, following the votes of their residents, will decide who will be the next President of the United States of America as of January 2021.

Fortunately or unfortunately. Non Americans do not now, nor will they ever have any authority in this matter.

What part of the US Constitution prohibits non Americans from participating in choice of a future POTUS? As I understand it, the Constitution protects right of most US Citizens to participate in elections. While it is currently against federal law for non-citizens to vote, it was not always the case.
