I think that he "endorsed" his son but it's pretty clear he can't just hand the seat over... some arcane by-law called the U.S. Constitution 2:2:4 as you noted won't allow that "When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies." :^)
