Actually according to the Series, skin-jobs were made this way so they could lead Cylons and infiltrate human worlds and find weaknesses like networked computers and introduce back doors the Cylons could use to shut down systems which resulted in crippled ships, defenses, etc, the ability for sex was there, but the idea was to exterminate humans, by 50Kt Nukes or Basestars against theoretically helpless Battlestars or by small craft or by direct action by Centurions which were led by skin-job Cylons.

Infiltrating human worlds, etc., is how they use sex as a weapon. Maybe not actual intercourse, but certainly by exploiting that particular human weakness. But I suppose I should defer to your greater knowledge. I never got into that series.
