No, the UK Highway code states
The Highway Code - Rule 92
The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn

while stationary on the road
when driving in a built up area between the hours of 11.30 pm and 7.00 am

except when another vehicle poses a danger.


Therefore the UK is winning.

Only if their BLUE... ;)

Calling or answering a phone call on a cell phone in CA while in a moving vehicle is illegal and the fines are steep, so don't do It. I don't know if this applies to just the driver or to the passenger or both, so pull off the highway somewhere safe before answering or making a call(out of potential traffic, drunk drivers can make almost any usual place where a car wouldn't normally drive a place that is not safe to call or answer a phone from anymore).

I think Moose calls might sound sort of like Car Horns and Thanks for the Clarification, Bluetooth doesn't really work on My cell phone.

Late night info for the sleepless

Blue tooth works better if it is on the ear on the same side of the body as the cell phone.

Don't put your hand over your blue tooth headset if you want to hear the call better.
