10 years ago, the park in the picture was impacted by flooding. So the government revamped the storm-drainage system in the neighborhood. What you see is a 10 foot diameter concrete cover to the underground drainage system they installed. What you see in the center is the actual man-hole cover floating in the outflowing stream of water from the flood waters we saw back in June!

I would say that the quality of the picture is not so good.....the image is not shape and it is not easy to say what it is.A combination of all these facts has made the contest drop in intensity. It is a plus when the pic is of your own property, being original is positive.
