OK. This is getting painful. I'll have to admit I'd expected a bit more in the way of responses to this one. A little back-story.

10 years ago, the park in the picture was impacted by flooding. So the government revamped the storm-drainage system in the neighborhood. What you see is a 10 foot diameter concrete cover to the underground drainage system they installed. What you see in the center is the actual man-hole cover floating in the outflowing stream of water from the flood waters we saw back in June!
