You're running a most problematic version indeed - 4.13!
The rejection of older versions has been installed recently, as version 4.13 caused thousands of results to be thrown away and not getting credits.

Upgrading is quite simple:
- download the new version (recommended is Boinc manager 4.45) here
- de-install the running BOINC
- install the new one
- fini

De-installing will leave the downloaded WUs on your computer so when you start the new version it will find and use them.

You need now at least the 4.19
A tip : the behaviour of the 4.4x is really different from the others CC versions, so you will perhaps or probably surprized
