Sometimes I have to limit the number of tasks reported as well as setting NNT, but, I usually limit it to 240. Try limiting it to 50 and see if it helps. You need to set http_debug in the Event Log logging options and make a connection to the project. You post shows you can contact the Google reference site so your internet is working. But if you have the old version of the security certificates, that could be why the reason you can't contact the project. The http_debug will show the errors. I think there is a way of downloading it directly if I can figure out what the download server fanout URL is. Probably easier to just update BOINC.
