I ran across a mention of power state 0 vs 2 in another thread. (presumably 0 is faster) That got me to wondering if that is available on the 1060 and how you would go about setting it under Windows? Tom, I use Nvidia Inspector. There are other tools like Afterburner and EVGA Precision that can do the same thing. I like NVI because I don't have to use its GUI and just run desktop links that invokes it and the command line parameters that set my overclock and put the clocks back to what they would be in P0 state. This is what I use for my daily driver with dual 1070s. C:\Utils\nvidiaInspector\nvidiaInspector.exe -setBaseClockOffset:0,0,80 -setMemoryClockOffset:0,0,400 -setPowerTarget:0,110 -setTempTarget:0,0,92 C:\Utils\nvidiaInspector\nvidiaInspector.exe -setBaseClockOffset:1,0,80 -setMemoryClockOffset:1,0,400 -setPowerTarget:1,110 -setTempTarget:1,0,92 The 1070s will propagate the clocks down from P0 state to P2 state. The 970s never did I had to use more elaborate parameters to get the cards to clock up in P2 state. Your 1060s should behave just like my 1070s since they are both Pascal based. One of the ways to set Power State for a 1060 is plain not available eg. NVidia-smi http://cryptomining-blog.com/tag/nvidia-smi/ Maybe something else is.
