I have been having connection problems. My connection is tethered through a phone at pretty much dial up speeds currently. When my client goes to get tasks, it gets a very long list of tasks to download. The problem is that it doesn't have the bandwidth to download a large amount of tasks at once, and it seems to spread my connection so thin that all of the downloads fail. Is there any work around?

Lower your Store at least N days of work and Store up to an additional N days of work to 0 and 0 (zero) so BOINC isn't asking for such a large amount of tasks. And if that also doesn't work, set up the limited download & upload rate in the preferences (linking to the web preferences, but set this up in the local advanced preferences->Network if you use those instead)
