Removal of all bullies.

In talking to a friend who is a gun owner, and a all around reasonable person, he is not at all opposed to universal background checks. He was even commenting about how the white supremacist shooter was able to get his weapon and travel to do his actions. Especially as he was already on the radar. (that brings up the horrible state of mental health in the USA, different topic entirely)

Unfortunately with our present idiot 9, we are going to have to make some changes. We may not need to actually change the second. A law defining the militia may serve. Must be a citizen, have no convictions, give fingerprints, facial scan, retina scan and DNA, take and pass a safety course including firing the weapon, which must be registered and a couple of sample rounds and cartridges kept on file. If you want to keep it, attend an annual militia class/training and pass with each weapon.
