No I was trying to understand the statement.
I've known some folks that think it should stay in the safe except when your using them.

This topic is full of half truths and pure wishful thinking.
I mainly speak from a U.S. standpoint as that is where I live.

Oh, I forgot to mention for the teacher.

At age 12 we were making gunpowder with a simple chemistry set from the 5 & Dime store.
So if we could figure it out at age 12 I think todays kids can also.
We also made our own toy lead soldiers w/o grown-ups around (it's a wonder we're still alive).

The Government taught me how to do it with things you find around the average home (but that was at a much later time).

When I was about 5 or 6 me and my sister found my dad's service pistol.
Great fun. How does it work? Press the trigger perhaps?
Now the pistol wasn't loaded and we didn't find any ammo.
What is the greatest risk?
Being shot by an intruder or one of your own family?
For heavens sake.
All guns should be unloaded and put in a safe when not used.
Rifles should also be dismantled and the vital parts put in a safe.
And don't leave your ammo around.

Actually that is exactly what both statements read. However apparently you don't consider using it to include at ready personal protection, but only discharging it.

If I may, if you wave a gun around in a robbery but never discharge it or even have it loaded, you have used a gun in a robbery. In some jurisdictions simply having without displaying it is use in the crime.

This is the point I am making. If you can affirmatively state how you are using it, then you are using it, otherwise you aren't using it and it belongs locked up. The owner must take this view or he isn't treating the weapon safely.

I'll let others quibble about sufficiency of use.

Same here many, many decades ago.
We did the same, filled a bottle and dropped a lit firecracker inside. Then running away like hell.

Ah. Young teenage memories:)
Going down to a friend's basement where his father had a shop with a lathe.
Drilling a hole in a piece of brass and made a screew in the end.
Loading it with a firecracker and a bullit.
Boom:)
I think only one year later we found plastic explosives (Dynamex) in a nearby scrapyard in a plastic bag just outside it.
Hmm. How to ignite? Hehe:). There was ignitors in the bag as well.
Next question. How to trigger the ignators?
Hehe:). Our scooter moters of course.

That depends on the age of the kids.
My dad kept his on the gun rack above his bed. While the ammo was locked I knew how to get into it.
But since I was taught at a young age and have been shooting since age 9 I knew better than to play with any of them.
So you and your sister were too young or your dad didn't teach you it was not a toy. If my kids were that young I'd do something different.
I do remove the bolt from my hunting rifles but, I keep it in the case with the rifle.
My ammo is here in the computer room with me right now.
But then my youngest child is 21 now and she's a better shot than either one of her brothers,
