That figure only applies to poor urban area's. The true facts are that in suburban and rural area's it is not very different from any other racial group.

What is the only way the United States Constitution can be changed?
The only way to actually CHANGE it is via a constitutional amendment. Congress or the states can initiate that, and the amendment has to be ratified by a fixed number of states before it takes effect. We've got 27 amendments, the most recent as of 1992

What "equivalency" I did intend was first put in bold type so it would be obvious.
Lawyers are trained to lie. Trump was groomed by a snake-of-a-lawyer and Clinton IS a lawyer by education and original profession.
