Panic Mode On (95) Server Problems?

Now I see. My machine maxes out with 400 WU and won't last more than 24 hours without download. I wish I could increase the limit so that I don't need to worry about download problem like this... The problem is that while they're doing 38/s now, there are many times where they drop to 20 or less. If they could sustain 35/s then we would end up with a Ready-to-send buffer in only a few hours; but putting out 40/s, then only 20, then 30 or so, then only 22 results in the lack of work we presently have.
