Identify the building and what city it is in, also explain why you normally cannot see all of this view?

Time for a hint, as I'm going out for a few hours.

When describing the city, one person said about the Cathedrals, "we've got one to spare"

The building in question is not a Cathedral.

I'm back, earlier than expected.

I can confirm the city is liverpool.

I have had several PM's and at least one person knows the answers.

St Georges Hall Organ
liverpool
it looks like
the walls were redone.
seems it was rebuilt three times.
Built by Henry Willis in 1855. Rebuilt 1867 and 1898.

St Georges Hall, Liverpool is correct, but the reason it is not the normal view is wrong.

Hint-a-lignni:
The man was a famous Canadian from history. The first Canadian to tell the English King that weather he liked it or not, Canada was going to do whatever the King wanted it to do in the First World War.
