Neither. He's just a man trying to do a job in a way that he thinks is right. But to be a little more cynical, you might say he's just a politician trying to do his job in a way that will get the best political result. And on one level, that second way of saying it is somewhat related to a democratic system.

Two things:
First) even though Republicans are outnumbered in both houses, there is still a lot they can do to defer any excesses by the White House.
B. Every Representative is up for election (and 1/3 of the Senators) and unpopular legislation rammed through by Democrats will provide great campaign fodder for their opponents.

I agree but as always we'll see lots of campaign promises go unfulfilled. They tell the people what they want to hear and when they get elected conveniently forget what they promised or do just the opposite. I don't believe anything they say anymore. Lies, lies and more lies. A law holding them responsible for their campaign promises would be nice. Either do what they promised or give a damn good reason why not. And if it's not acceptable impeach them immediately.
