The page is wrong. When you have a dielectric failure you have current flowing. You are not getting the molecules split just on voltage.

First rule of thermodynamics: You can't get something for nothing.
Second rule: You can't even break even.
Third rule: You can't quit the game.

Either the "rules of thermodynamics" are wrong or they don't apply in this case, pick one choice...

Most likely someone is cheating by adding energy to the system in some hidden way.

Some laws can be broken, or worked around.

Energy is being added to the system by shaking the tray. This increases entropy someplace else (the source of the energy to shake the tray).

I can sort beads by hand (decreasing the entropy of the beads) but while I am doing so, I am turning seed into sewage (increasing the entroypy of the food).

In both cases, the entropy of the entire system including all energy sources is increasing. The second law of thermodynamics still holds.

The article was a warning to those designing nano technology that sometimes for no apparent cause the machine may run backwards.
