For heavens sake stop trying to micromanage BOINC! Let it do its job. After initial contact (and later after certain actions) Seti will wait 10 minutes before it sends a further WU. This is not a bug, this is a feature, as the servers otherwise would constantly be hammered by requests at certain times. Message from server: Not sending work - last RPC too recent: 466 sec is just telling you that your request was too early and still in these 600 odd seconds.
