You can find an explanation in BOINC-Wiki.

There may be various reasons for the connenction not working:
- DNS pointing to an old IP (Flush your local DNS in a DOS-window with ipconfig /flushdns)
- your firewall preventing boinc transfers (go to stteings of your firewall)
- It may also be helpful to define a proxy (BOINC manager - Tools - Options - HTTP proxy)

The problem is resolved. I use HTTP Proxy ... and seti@home is started.
