Whats the 'rating: 0' at the bottom of each post next to ID ? Thanks

It is of no meaning in this forum, only in the "Question and Problems" forum.
If you look to one of the questions posted in that forum, you will see at the right of a message where an answer has been given that there is "This answered my question" and "Off-topic". By hitting the first one, the score on the given answer comes to 1, if the second is hit, the score becomes a -1.
