Probably the fact every single CPU WU so far has errored out.

I'd suspend all processing and sort out whatever is wrong with the system.
I'd check the clock speeds & temperatures for starters.

I would check that the memory is in the correct slots first. Then check how the memory banks are addressed in the BIOS. Does all the memory installed get detected correctly? What does the Event log show for how it detects the new system? And does that jibe with what really is installed.

Something is wrong with the cpu app somehow. It errors so fast that it doesn't even get a chance to print anything into stderr.txt. Can you run CPU-Z and see what it shows for system cpu, clock speed and memory installed. Something is very wrong with how BOINC benchmarked the system at only 1 billion ops/second when it should be around 15 billion ops/second.

Whatever is wrong, it won't be the CPU app as the benchmark in the Manager is part of BOINC, not the science application.

As we've said; check the clock speeds, memory speeds, voltages. Run a benchmark utility, see what results you get. Check the voltages while the benchmark is running in case the issue is power related- such as poor regulation under load.

Something is wrong with the system. The BOINC benchmark for both floating point and integer maths is very and abnormally low for a Threadripper. That really needs to be addressed first.

Now you need to post the first 30 lines of the Event Log upon BOINC first startup. I don't see anything wrong with the output you posted of the cpu tests. Right after you startup up you can set NNT and Suspend project to keep from erroring out any more work. We just need to see how BOINC sees and interprets the capabilities of the system.
