If it was a proper map, with topographic features like watercourses and land heights, yes.

But if I lived on the great open plains of Tornado Alley, I'm not so sure.

And I don't think straight-edge county and state lines, like those created by the British Empire and the early American immigrants, help very much either.

As it has County & State lines on, the map scale is known, so just draw a vertical line on the side & a horizontal line on the bottom. Once done grid it to an inch grid. Basic but fairly accurate.

Lead tile roof, so until the fire gets hot enough to melt the lead and send it to the ground, water from an airdrop doesn't reach the fire!
That applies to a fire hose as well. Some buildings are designed to burn to the ground.
