Kinda looks like an old-timey ratcheting wrench for tune-ups and adjustments on the (potato) harvester.

Your close this one had a special purpose from years ago, you didn't go without one.

You could very well use it for other things besides. probably used mostly up to the 1920's.

No not a Farrier. it is used on a none living thing.

One could find a sub. tool for this but this is what they had back then.
