The main spillway was able to handle 250,000cfs, however until they fix it, that is no longer the case. And as if the repairs to the main spillway weren't going to be expensive enough, now they need to work on making the auxiliary spillway sound. Grant Darwin NT |

If I remember correctly (this early in the morning), part of the Western Pacific Railway's line through the Feather River canyon had to be rerouted at government expense during construction of the dam, the old alignment now being in the lake. I'm hearing this line, now owned by Union Pacific, is closed and may be for over a month due to flooding. Their other line, the former Southern Pacific over Donner Pass, is also closed due to heavy snow but expected to reopen within days. When I was in Chicago Union Station on Saturday, I heard an announcement that the California Zephyr departing that day would only go as far as Salt Lake City; it normally runs over Donner with Feather River as the emergency alternate. (Feather River was the original route of the CZ from when it started in 1949 until WP got permission from the government to stop running it in 1970. Passengers from Chicago had to change to an SP train in SLC. When Amtrak started in 1971, it changed to the Donner route to serve more population along the way (but also switched to UP through Wyoming from SLC to Denver because the Rio Grande didn't join Amtrak until 1983 (and then had to keep running through WY for another couple of months because a mudslide formed a permanent new dam that blocked part of the RG at Thistle, UT until they bored tunnels around it)).) It appears that not only is the main spillway damaged, the emergency spillway is damaged as well. Clearly it is beginning to emerge that the dam was not constructed very well, neither managed, inspected, or maintained properly. Well, the dam was built 48 years ago. I would go with possible lack of inspection, first off. One would think that this might have been detectable before a sudden unexpected failure. At his point, I only hope that they are able to mitigate the damage for now, get things in hand, and then commence on repairs as soon as possible to prevent further damage to the dam itself. To have gone from "empty" to over-full in three months must have exceeded the design fill-rate for the dam, so who knows what additional problems are lurking below ground on the "dry" side. To have both the main and emergency spill-ways "fail" in such a short space of time may well be indications of other problems. Remember what this sort of damage must be reducing the "toe mass" of the dam, and that is the lump that actually gives these earth core dams their strength. I suspect that they, once things are under control again, will need to do some very careful and thorough soil density analysis of the entire downstream side of the dam to determine exactly what the state of things is. And, I suppose, water content analysis of the soil as well, to determine if leakage through the dam is liquefying the soil, making it ready to give way.
