After a fresh install of windows 7-64 bit, Boinc manager flashes an error that

"A reboot is Required in order for for BOINC to run properly. Please reboot your computer and try again"

This occurs over and over and over again

Remove RebootPending.txt in the BOINC Programs directory, default at C:\Program Files\BOINC\
