Is my name Hollande requesting that France "React with Force"?

Am I the German Chancellor that provides German troops to NATO forces in Afghanistan but forbidding them to enter combat?

Is my name Cameron wanting to commit UK forces to assist it's ally?

President Obama said Saturday that the United States has decided to use military force against Syria, calling last week’s alleged chemical weapons attack there “an attack on human dignity,” but said he would to seek congressional authorization for an attack.

No strike till after Sept. 9, 2013.

Obama, realizes he has no power. Has to call on Congress to give him power. Or is that, he realizes that if he dared to go in another war powers act would be the result and hamstring every future president.

That's his "get out of jail" card when congress says No

Up till now the President had no intention of seeking congressional approval. He does not need it.

THe only reason the President is seeking action from Congress is because he knows they will say no.

If they really wanted to thwart the Presidents intent, they'll say 'yes' and leave it up to him.

Congress also passed some law in favor of a strike using chemical or WMD.

BTW, Chemical weaponary is classed as WMD's.

Cameron was in favour of UK military action and asked Parliament to agree and back him up, but they declined. Therefore It is reasonable to assume two things.

1. You think that the UK parliament isn't tough enough either.
2. You would have voted for military action.

Well Nick, if you ask me for a straight comment, then I shall say that, as far as I can see, looking at it by and large, taking one thing with another in terms of the average, then in the final analysis it is probably true to say, that at the end of the day, in general terms, you would probably find that, not to put too fine a point on it, there probably isn't much to say one way or the other. As far as I can see, at this stage.

If America also votes not to get involved in Syria then there is every chance
that Syria will continue to use chemical weapons. Reason, more I suspect to
goad the West in to taking action hoping this with lead to an all out war against
the west by the Arab lot. Personally, if we leave Syria alone Assad, I think,
will be foolish enough, in the end, to eventually hang himself.
