I didn't know anything about Thorbjørn Jagland except that he was previously a Norwegian prime Minister.

But I note in the introduction,

In 2010 a group of forty prominent historians ranked Jagland as the weakest Norwegian prime minister since the end of the Second World War;.

And as can be seen that it was under his chairmanship of the Norwegian Nobel Committeethat Obama received the peace prize, an it was questioned at the time and people demanded he resign.

So it looks like all he is doing is trying to correct his ineptitude.
