Think more of an object that Chemists might use.

The most obvious object that chemists use is the Periodic table.

Rare earths? Mostly they have nothing to do with earth?

There are no molecules on the periodic table - just elements.

Apologies for vanishing without trace over the weekend. Some contractors were replacing a water main in the road on Friday and they apparently dug straight through the fire optic network as well, this whole area was down until a couple of hours ago.

Pretty much correct. Rare earths really aren't that rare. Cerium is as common as Copper, and the scarcest, Thulium, is still more prevalent than Iodine.

OK, there is a stone that gets moved on an irregular basis from one country to another and back. Why?

A marker stone in a river that serves as part of the border?

No. The stone is physically moved from one place to another. The border between the two countries has not moved for a while.

Hint for the day.

It originally stayed only in one country. Was stolen by the other, and was eventually given back, but...
