It'll also reduce traffic on the main internet backbones; hence, speeding up response times for those of us who continue to use it.

Can't seem to make out who the offender is here, who's what, where, why.
The article just seems so long winded I struggled to comprehend the salient
points. Is it me or is it because it's getting late, although one poster here
has blamed the wrong party for creating this taxation idea. I say it's a poorly
written article but I gather someone wants to tax the internet and it could
be down to the Europeans for coming up with this idea....blagger me if you want
to.
