Carlos, several Orders of Canada are presented every year. There are probably dozens of live recipients at any moment.

Gary, I believe the correct form of address may be "The Right Honourable", since old man Crosby was a card-carrying member of the Privy Council, back when he was the federal Minister of Squid Jigging and Cod Kissing (or something like that).

I just took my clue from the Government House website protocol page. I assume his aide-de-camp's have it right. http://www.govhouse.nl.ca/protocol/index.html
