Windows XP machine. Desired end state is program running with a different account name/userid.
Here's what I've done:
1. Full uninstall (Windows Control Panel)
2. remove data directory
3. Delete registry entries:
BOINC/SETI/Space Sciences

Reinstall ->
When attach to seti it assumes old identity and previously in progress work unit...
Can someone tell me what I'm missing?

Your email address is the account identifier = User ID.
Beside the above you would have to attach as a new user with a different email address to create a new account.

Thanks, I'll double check, but I'm not given a chance to enter the email address. I believe it's attach at which point it picks up the previous information...

In BOINC, in the Attach to Project wizard, you have chosen Seti as your project and then the next screen is one of a choice: Left says "make a new account", right says "reuse information of the old account".

On the left you take out the email address filled in automatically and replace it with your new one, plus the password you want to use, twice.

On the right you can put in whichever email address you want to use and its corresponding password.

Nothing's set in stone.

What worked for me after completing the installation and being automatically re-attached to SETI with the previous ID was to:
1. attach to a new (different) project with the desired email address.
2. detach from the old project (SETI)
3. attached to the SETI project with the new ID

I wonder if it was using the CPU-ID or the IP address to identify the computer and re-attach... No matter, it's running with the correct ID and on this project.

Neither. Seti doesn't know about any other projects. There's no one big database someplace out there that all the projects use. There would be if Seti 'knew your IP address based upon you attaching to another project'. Yet why need to attach separately to all projects if one project was all it needed to 'know' all this? So no.

It was these two:
2. detach from the old project (SETI)
3. attached to the SETI project with the new ID

You can only be attached to any one project once on the same computer. As long as you're attached to any project on one computer, you cannot attach to that project again with another account. You can however attach another computer to the new account. That's what people do around here all the time, before they find they can attach multiple computers and multiple projects on the same account and the same BOINC.

So, in order for you to attach to Seti with your new account on your one computer, you will have to detach from Seti with your old account, prior to attaching with your new account.
