The poster of the picture decides the new winner, second, and third places; according to his/her sense of humor. He also sends the next winner a personal message (PM). The poster's caption isn't eligible, BTW... If the new winner doesn't respond in 24 hours, the holder of second place is up... and similarly, third place. (It's happened...)
