No, only after you as original poster made a new post to the thread, then edit that post. Then the title change is available. And forum moderators can't change posts/threads either, only hide or lock them. Moderators have Hide/Unhide, Make sticky/Make unsticky/, Lock/Unlock, Move (to other forum) and Title buttons on threads, with the addition to Hide/Unhide, Move (to other thread) and in some projects Banish author buttons on posts.
