By default BOINC will use all available cores. If you are not seeing this, the first place to check is your preferences, both online or local if you're using them. Local preferences will always override online preferences.

Not yet. There are some projects testing multi-threading applications, where all cores work on one task, but Seti isn't one of them. So here at Seti it's one task per core or GPU.
