I need to know when the version 3.08 for Classic Seti@home, screen-saver and command-line, was launched?

Classic was originally launched (version 1.0) in May of 1999. I don't know the date that Classic version 3.08 was launched.

I'm not certain how accurate they are to go on, but if I remember correctly, I downloaded v3.08 as soon as it was released (was using 3.07 prior to that), and I still have a copy of the file with its timestamp marked as April 8th, 2003.

That would be accurate to within a day or so. It depends on what file system and in what time zone the file was recorded in. FAT and NTFS behave differently. Unix file systems may have a third behavior.

I honestly can't remember what system I used to download the file, therefore I do not know what OS/file system was used during the downling procedure. I want to say I used Windows 2000/XP, but I can't be certain.

Putting "setiathome 3.08" in Google, I came up with this download site which had it added on April 07, 2003. So not bad, young man. ;-)
