The RPM being distributed from the server when issuing the command yum install boinc-client boinc-manager, Is the pre release version 6.2.15.

The RPM should be updated to the latest release 6.4.5, who and how do you contact a member of the team to remind them that this needs to be done.

None of the BOINC developers, if that's what you're thinking. You should really look for someone in the Fedora community who updates these things in the package manager. So I'd say, look here at their "Get Help" pages and go from there.
