Sometimes when I ramdomly check tasks for some users, I see that they have far more than 2 tasks running. Sometimes even more than 20. They'd all just be stacking there, but I would like to know how to configure my BOINC client so I would also be able to have a dozen tasks running.

They're not all running, but queued to run. You do this by increasing the amount of "Maintain enough work for an additional xx days" setting in your computing preferences or local preferences if you use those.
