On my cable connected computers I am able to keep pace with the slow uploading and dowloading, but on the computers with dial up connection I am losing units each day that this outage/slow upload process is going on. Is anyone else having this problem with dial ups?

This seems quite clear to me:
With a permanent connection (cable) your puter has a lot more trials to send a WU than with the (supposedly) tiny time window of connection by dial in.

BTW: You're a lucky bastard. My clients don't manage to keep pace even though permanently connected via cable and leased line.
