Having all language files in an extra directory (e.g. "./lang") would make it easier to delete unneeded stuff without any risk and it would make it easier for newbies to figure out how to set their BOINC to the language they want.

And - if you already busy changing the tree - you could drop those empty CSV directories in the delivered packages.

edit: Or was it CVS? Those version control relics ...

The languages are stored in a locale subdirectory in the 4.6x client. It also reads them a bit differently so new translations may be needed. I have no details on how to prepare or submit the new translations.
