I believe that life exists everywher in the universe where life can be supported. Intellegent life is less prevalent than all life and tool making intellegent life i sless prevalent than intellegent life. However, the total numbe rof hi-tech civilizations is probably in the billions.
Except by extreme goo luck, I don't think we will detect a signal from another civilization until we build our own extraterrestrial detectors specifically designed for that purpose.
